Why? It is admitted that the right to keep weapon is not just for keep personal safety but also the symbol of the inspiration of freedom. However, as the development of physical technology, the morden weapons have sufficient power ,which is far more than the weapon of Washington period. For example, during the War of Independence, a sophisticate solider need 1 minute to reload before next shooting. But right now, in some Walmart of some south states, some assult rifle like AR15 or AK47, most of they can fire more than 80 bullets per minute for half-auto version, can easily be purchased by people.
Thus, the key of eliminate the negative effection of gun is control the fire power of weapon. The government can prohibit the magazine which can contain more than 5 bullet. Such measure will bother the fire consequent.
You make very astute observations of American culture and history. The 2nd Amendment of the Bill of Rights was written in 1791 and not everything applies in modern times. It was actually meant to keep States free from Federal tyranny.

It has to be admitted that the violence is no longer the priority option to limit government's privilege and power, Some institutions can be substitute of violence rebel. Just like Vietnam War, the reporters and journalists terminated it though the media and saved so many American solider from death in vain.
